Kirkman realizes that he needs a legislative branch. The House of Representatives must be rebuilt. So we move quickly to the elections. But forces begin to work to keep this from happening. At this time the assistant director of the FBI becomes part of kidnapping plot, his son the victim. We also get to know what the Senator who was found in the rubble of the Capitol is up to. Some of this needs to get going because the President needs to have some leverage at some point. We also get down to the issue of the birth of the President's son and its implications.
