- 1958. After the events of BioShock Infinite (2013) and on the eve of the civil war that will destroy the underwater city, Elizabeth goes to Rapture to find Booker DeWitt and offers him her help to investigate the disappearance of an orphan girl.
- The village of Uffcombe is getting nightly visits from strangely disguised riders, called "The Hounds of Lucifer" by locals, who kill and drag away terrified villagers. The riders have also been seen robbing a local church, badly hurting the priest who worked there. Gareth of Uffcombe decides to travel to Sherwood to ask "the people's hero" for help against these devils.

The first case on which Tiffany will be working as an Angel is for Eastern International Insurance represented by their chief investigator, Mr. Avery, to solve the brazen hijacking of one of Wellington Museum's transport vans en route from Los Angeles Harbor to the museum in Los Angeles, $5 million worth of gold and bronze statuary stolen in the process. Avery knows that the mastermind behind the theft is Paul Hollister and his associate Wes Anderson, who met in Vietnam when they were respectively a US Navy fighter pilot turned war photojournalist and peace corps worker. Avery also knows that the merchandise will be fenced by Eleanor Case, once a respected art historian. The case takes Avery and the Angels aboard the Pacific Princess cruising from Los Angeles to St. Thomas, the US Virgin Islands, the cruise where Hollister and Anderson are passengers, while Bosley remains in Los Angeles to monitor the movements of Case. The agency's task is not so much to arrest Hollister but find where the merchandise is to save the insurance company $5 million on Wellington's insurance claim. One of the Angels has to get to know Hollister, that decision, made by Hollister himself, being Kris. Beyond the known dangers of the case, other issues arise which complicate matters: the Angels have to figure out who the three men on board the ship are, they who are making Hollister nervous; they needing to deal with a less than easy going Avery, who is quick to point blame to the Angels whenever things don't go according to plan; and Kris' strong and growing attraction to Hollister. That attraction includes knowing that he did humanitarian work before turning to a life of crime.

- The Sheriff is ordered by King John to collect grain from the villages of Nottinghamshire, to supply the troops for an upcoming campaign in Wales. Knowing that the people won't survive the winter without their hard-earned harvest, the outlaws steal back the grain the next morning, just as the King's man, William Brewer, comes to collect it. In desperation, the Sheriff blames the whole fiasco on Gisburne, who flees in an angry panic and leaves the Sheriff to fulfill Brewer's command: produce Gisburne's head, or lose his own. But elsewhere in the shire, an old enemy with a new agenda schemes against the outlaws, taking over Grimstone Abbey and using it as a prison for the abducted women and children of Wickham village. As Gisburne flees to Grimstone to find sanctuary, pursued by the furious Sheriff, and the outlaws follow the trail of the missing villagers, the scene is set for a confrontation between good and evil, with the future of England at stake.
