At the start, German Sergeant Schultz, the head guard at the camp, gets the men out of the barracks and starts counting them. When he gets to British Corporal Newkirk, number 4, Newkirk faints and falls into Schultz. While this is going on, American Sergeant Olson runs to the fence, lifts up a portion of the inner fence which acts as a gate, goes to the outer fence, lifts up a portion of the outer fence, and leaves camp. Schultz keeps talking at the prisoners. At one point, Schultz loses his helmet; one of the prisoners grabs it and passes it down the line of prisoners without Schultz seeing it. Schultz eventually gets his helmet back.
Olson, now outside the camp, finds American Lieutenant Carter, who dug his way out of another camp. Olson tells Carter that he will get him into camp.
Schultz, after getting his helmet back, finished the count of the prisoners; there is 1 prisoner missing. Colonel Klink goes to Hogan, talking with him about distracting Schultz for an escape. The 5 dogs in the kennel get let out.
Outside the fence, Olson is with Carter, talks to the dogs like they are friends. He tells the dogs 'Not Yet', and the dogs walk off. The dogs then find Carter, and Carter puts his hands up.
Later, in the barracks, Hogan asks Carter about an individual named McNair, who supposedly was with Carter's old outfit; Carter does not know him. Hogan asks Carter some other questions, to be sure that he is not a spy. While they are talking, Russian prisoner Vladimir, the local tailor, is putting civilian clothes on Carter in preparation for his escape. Hogan tells Newkirk that the football game is off; Vladmir is disappointed as he was going to play fullback. Newkirk then pulls some magic tricks on Carter while he is standing there. Hogan then says that he is short of tenors in the camp glee club. Carter asks Hogan about Olson, what does he do when he is outside; Hogan says that he doesn't know. American Staff Sergeant Kinchloe comes in and says that Klink wants to see Hogan.
Hogan goes to Klink's office. In the outer office, Klink's secretary Helga thanks Hogan for the nylons, giving him a sly smile. Hogan goes into Klink's office, and tosses his hat onto the spike of Klink's pickelhelb, a WW-I type spiked helmet that Klink has on his desk. Klink gets mad and gives Hogan his hat back. Hogan tries to get a cigar from Klink's cigar box on his desk, but Klink objects and locks the box. Klink talks to Hogan about the 'escape' last night. Klink gives Hogan his speech about 'no one escapes from Camp 13'. Hogan asks Klink how many men would he need to guard the prisoners if they stopped trying to escape? He tells Klink that a captain could run the place. Klink asks Hogan which one of his men he has been talking to - Karl, Fritz, Schultz? When Hogan winces at the name 'Schultz', Klink knows he is the one. Klink says that he is from the old Prussian school. Because of the attempted escape, the entire camp will be punished. Hogan asks Klink to look out the window. As he does this, Hogan slips the hinge out of the cigar box, takes come cigars, puts them in his inside pocket, and slips the hinge back. Klink says that there will be no football game today. Hogan puts one of the cigars in his mouth and asks Klink for a light; Klink lights the cigar, and Hogan leaves.
There is another new prisoner, Technical Sergeant Wagner. Hogan asks him about McNair and Ellingsworth; Wagner does not know them. He then asks about Major Campbell; Wagner 'knows' Campbell. Hogan and Wagner laugh about a story regarding Campbell. This marks him as a phony as Campbell is not a real man in his outfit, Hogan was just testing him. Hogan tells Newkirk to pass the word that nobody talks to Wagner.
Kinch sets up the coffee pot in Hogan's office, which is actually a listening device for a bug that has been planted in Klink's office. He says that they have to stop making coffee in that coffee pot. French Corporal LeBeau brings in some food. Hogan, Kinch, Newkirk, Carter, and LeBeau are listening in to the conversation in Klink's office. They hear Wagner talking on the phone; he identifies himself as Lieutenant Wagner to German Colonel Burkhalter on the other end of the phone. Wagner says that this is an embarkation point for escapees. Listening in, Hogan asks the others who talked? Carter says it was him; he was asleep and didn't get the word not to talk to Wagner. Hogan wants to eat.
Wagner tells Klink about the operation. Kinch says that Wagner will tell Burkhalter about the whole operation. Hogan smiles, and wants to tell Wagner about everything; and he says that the Germans somehow will not believe him.
Later, Hogan blindfolds Wagner, takes him to the doghouse entrance to the tunnel in the dog kennel; LeBeau says that this is under the water tower. Hogan has Wagner pull a chain, handing him the links as he pulls, thinking he is opening up a tunnel entrance under the water tower. Hogan, LeBeau, and Wagner go below. Hogan shows Wagner the 'mint', some printing presses where they print phony German money. Wagner asks if he has problems passing the counterfeit money off, Hogan says that in the real stuff, the ink tends to run. Wagner then quietly grabs a handful of money and stuffs it in his picket; he thinks that nobody sees him, but Hogan does. Hogan then shows Wagner the production line where they make souvenir cigar lighters in the shape of German Luger pistols. Wagner then quietly takes one of these lighters; again, Hogan sees him. Hogan tells Wagner about Oscar Schnitzer, the dog man. He says that there are no dogs in the truck, but it is a phonograph record playing barking dogs. Hogan shows Wagner the steam room with several prisoners taking a steam bath; then the barber shop, where they give escapees haircuts and manicures, with Helga as the manicurist. Hogan then says that he has to call the submarine. Kinch, on the radio, pumps a cylinder that raises the radio antenna that is built into the flagpole. The submarine 'Mama Bear' calls Hogan 'Goldilocks'. Hogan tells them to pick up the packages 3 hours earlier than scheduled.
The next day, at roll call, Hogan meets with Colonel Burkhalter. Wagner comes out and accuses Hogan about the operation he is running under Klink's nose. Wagner says that he has a sample of money that they printed; he can't find it. Newkirk winks at Hogan, implying that Newkirk quietly picked his pocket of the money, and did other things while Wagner didn't know it. Wagner talks about the souvenir lighters. Burkhalter asks for a cigar; Klink does not have one, but Hogan gives him one (one of Klink's that he stole earlier). Wagner goes to give him a light, but the pistol fires a shot instead, blowing the end off of the cigar. Burkhalter is agitated. He asks Wagner to show him the entrance to the tunnel; Wagner says that it is under the water tower. They go to the water tower, Wagner pulls the chain, and water falls onto Burkhalter. The dog truck comes in; Wagner says that there are no dogs, just a record, so he opens the back door of the truck. The dogs jump out and start running around. During the commotion, Hogan puts Carter in the truck and closes the door. Burkhalter says to arrest Wagner, and give him some time on the eastern front.
As all this is ending, Schultz finishes counting the prisoners; 15, all present. Klink looks at Schultz and says 'Did I ask you?' Schultz takes the men tack into the barracks. Hogan is last; he waits for Schultz to go in, then stays outside and closes the door behind Schultz. After a couple of seconds, Schultz comes out and shoos Hogan back in the barracks.
