Kellin states that people will start to forget her by the next day. It stands to reason that people within close proximity to her, such as Chakotay who worked with her each day, might be exposed to Kellin frequently enough that they never fully forget about her while she is still on the ship--but maybe not.

Kellin infected Voyager with a computer virus to erase all trace of her after her first visit. First, Voyager's crew spent at least two weeks with Kellin on board, and while her presence may have been a minor component of that time, it likely was the main focus of the crew. The existence of the stowaway Kellin was hunting may have caused the crew to make major changes such as remaining in place or clamping down computer systems to avoid the stowaway compromising the ship. The virus's data erasure would then leave "dead zones" in both the computer logs and people's memory, leaving them wondering what they were doing for the past few weeks. When Kellin came aboard the second time, crew members would have odd memory fragments rather than a consistent memory that didn't include Kellin. If memory-erasing fragments were sophisticated enough to erase whole moments--for example erasing a whole meal Chakotay had with Kellin rather than keeping the meal but leaving Chakotay not knowing who it was with--crew would still have a lot of missing time to account for.

After the emitter was used on Kellin and she's in Sick Bay Chakotay could've stayed there with her and constantly tries to tell her about her and him. However he doesn't do this and goes to the brig to ask how the effects can be reversed. He could've stayed with her and reminded her of why she's there until she's able to retain her memories of the last few days.
Whilst examining Kellin in Sickbay, the Doctor visually diagnoses a "tibular fracture." The two bones in the lower leg are the tibia and the fibula. Any injury would therefore be either a "tibia fracture" or a "fibular fracture." There is no such thing as a "tibular fracture."
