Features the return of "Cap'n Bill and His Sea Pals" regulars Cap'n Bill ("Your Ol' Buddy"), Dino ("The Playboy Tuna"), the magnificent Mrs. Monkfish ("Nightclub Comedienne"), and sometimes-assistant director of the municipal zoo, Dr. Abramowicz ("Polish Sausage Pundit"). This edition of the show also features a special appearance by accident-prone Samuel Q. Steamboat ("Riverboat Gambler"), from the network's primetime comedy/variety series "Yee Howdy".
The end credits do not list Mrs. Monkfish among Leila Gorstein's character portrayals, though the fish-lady does drop by Cap'n Bill's show for her usual stand-up comedy act.
Regular "Toon In with Me" cast members Goldie Fisher and Mr. Quizzer do not appear in this special "Cap'n Bill and His Sea Pals" episode. And for the first time in the three throwback "Cap'n Bill and His Sea Pals" episodes, the Library Lady does not make an appearance.
