Quinn makes Debra a special pancake breakfast. He has her go into the fridge for some juice and she finds an engagement ring. Quinn drops to one knee but Debra cuts him off before he can finish proposing. She thinks this is coming out of nowhere and wants more time.
Debra tells Dexter about the surprise proposal. Dexter's inner monologue tells us he hates the idea, but Debra tells her brother it's a "maybe." She's not sure she's ready to get that serious, but doesn't want to end things.
Debra's takedown of the restaurant shooter has become a viral sensation. All the guys are watching it when Debra and Quinn return to the office. The shooter was a disgruntled former employee and the situation seems relatively straightforward. The top priority is Omar (the fruit vendor victim of Gellar and Travis) and the current guess is that since he had some ties to the cartels the murder may have been gang-related. The cops spot a man named Brother Sam (Yasiin Bey) who owns a garage where Omar worked when he got out of jail. Sam is a former prisoner who now hires recently released cons. Nobody in the department trusts him.
Matthews is watching Debra's video when Maria drops in to ask about finalizing Angel's paperwork to be named the department's head.
Angel interviews Sam while Dexter watches the surveillance camera. We learn that years ago Dexter had considered killing Sam. Sam tells Angel that Omar had moved past the criminal world. He talks about people being able to change. Dexter isn't so sure.

Dexter backs his car into a dumpster so he'll have a reason to take it to Sam's body shop. He goes to Sam's shop and gets an estimate. While Sam looks at Dexter's car he talks about feeling like he's a "shepherd" to the guys he employs. He even admits to having killed a woman and gotten away with it because of a technicality. He says he's a changed man.
Masuka and his hot young intern Ryan Chambers (Brea Grant) look at the snakes found inside Omar's body. He ogles her and Angel tells him to be careful.

Dexter follows Sam as he drives to someone's house. A shot is fired inside the house and Sam brings a body out over his shoulder, places it in his trunk and brings it back to the garage. Dexter wants to snoop around but is caught by Sam's dog who charges at him and holds him at bay with only his syringe as a weapon. Sam comes out and confronts Dexter whose excuse is that he forgot the garage door opener in his glove box and thought it was too late to call.
Sam lets him in and Dexter sees that the body Sam brought there is a missing employee who is mixed up in drugs. Sam had punched him out in the course of bringing him back. The gunshot he heard was fired by druggie while fighting with Sam. While Dexter pretends to grab the opener a car pulls up with three gang member-looking types. They are looking for the employee. Dexter ends up knocking one of the guys out but the ringleader Julio pulls a gun. Julio looks as if he may shoot Sam when he won't give up his employee, but Dexter shows his police badge. On his way out Julio brags about killing someone.
Travis goes to see Gellar the night after blowing him off for his sister. Gellar says something about Lisa not being able to be saved. Gellar begins to burn himself with a red-hot piece of metal to show Travis how he is hurting him. Travis promises that he'll never leave him again.
Debra returns home. Quinn asks her about his proposal and she basically tells him no. He gets pissed and leaves, telling her to be gone by the time he returns.
Dexter looks up Julio and reads about the man he killed few months back. Since Dexter believes Sam may be a changed man he's moved on to Julio.
Debra is dressed up in her uniform in anticipation of accepting the promotion. She asks Dexter if she's making the biggest mistake of her life. He says he's confident she'll be great.
